It is an upgraded version of the traditional Raymond mill machine. Secondly and most importantly, mill scale is less reactive (more noble) than the steel underneath, and consistent with the behavior of two dissimilar metals when in contact, the more reactive metal (in this case steel) will corrode (oxidize or rust) at the expense of the less reactive metal (mill scale). Because mill scale is electro-chemically cathodic to steel, any break in the mill scale causes accelerated corrosion of steel exposed at the break. Therefore, coating over a steel without the mill scale removed, however tempting, is a futile exercise, as the presence of mill scale on the steel accelerates the corrosion of the underlying steel.
